Maybe. But he is gambling otherwise. From his demeanor last night, it might be sinking in that he is gambling and it isn't a sure thing. But his words indicate he is willing to roll the dice.

I think we're headed for a constitutional crisis. I think the Dems/Congress will say "no" and Bush will proceed without the support of Congress. Even some Republicans are speaking out against the plan. Its the showdown I have been expecting for some time. I just don't know what the military will do.........the generals last nite kept referring to him as the Commander-in-Chief, not the president. That makes me very uncomfortable.
