With Bush not listening to the American people, his military or Congress, there're are only two things Congress can really do:

1. Refuse to fund any further operations in Iraq.

or

2. Impeach Bush.

I think the majority of the American people would support #1. They THOUGHT they sent a message in November. But, if the chimp Nero won't listen, Congress's hand is FORCED. The people's sentiment would be with Congress..
