Carter and CLinton were GREAT compared to Bush. What are you talking about? CLinton had an amazingly effective foreign and military policy. He took out Milosovic with allies without a single US soldier being lost.

And Carter would have been lauded as a great foreign policy master if his Iran hostage rescue mission ahdn't run into a sandstorm. Remember the Camp David Accord and SALT accords? Carter not Reagan was the one who paved the way for the end of the Cold War.
