I was in a meeting and didn't catch his speech in it's entirety. But does it really matter? After Bush said "Absolutely, we're winning." He said he really didn't mean that he thought we were winning. It's similar to him saying the Rumsfeld was going to stay till the end of the Bush's term...he really meant that he hadn't completed interviewing the candidates for Rummy's replacement.

Which maybe takes us back to when Bush said Saddam had WMD. Perhaps Bush meant that someday, maybe Saddam would want to have WMD again and might possible give WMD to the people that want Saddam destroyed. Who knows, it could happen.

It makes you wonder what Bush means when he says that Iran has a nuclear weapon's program. Perhaps it means that someday, maybe, Iran will have a nuclear weapon's program. Who knows? What seems to be true is that we don't have the same quality intelligence on Iran that we had on Iraq.
