No. The best judges are people who have practiced for 20+ years, whether in criminal or civil areas of the law.

Not many who couldn't cut it in practice end up being judges.

Excepted from this are Tax Court judges, who are the sorriest bunch of government bureacrats you'd ever want to see assembled in the same building.
