If congress cuts the funds in half, Bush might try to use other funds, or the soldiers might just be undersupplied.

And even though the war is unpopular, slashing funding with the soldiers still in harms way isn't a good idea, perhaps not even in purely political terms.


It wouldn't be with the soldiers still in harms way, it would be a cut in funding starting a year from now (for example). It would place the responsibility for moving the unfunded soldiers out of harms way to Bush before the deadline hits.
