Using the town's PA system for a 'call to prayers'
has to be a violation of the Constitution on some level.

Did the article say it was the town's PA that is used for the call to prayers? If it was the mosque's loudspeaker, then the town council might very well have felt that prohibiting them from issuing the call for prayers would be a violation of their right to practice their religion.
