I can't speak for Al. But it isn't just a blame game, that is the point. There have been plenty of proposals on the table, all have been rejected because we must "stay the course" or whatever is the label of the week. I just want to make sure that Bush doesn't start pointing fingers at everyone else when things fail. Like he always does.
