Clinton was enforcing possible UN sanction violations. He didn't have any fresh evidence, he just wanted to make sure. Iraq was an already existing UN-mandated situation.

It was also to make sure Saddam was back in his box and harmless to us. It apparently worked.

Let's be clear, almost everyone agreed we should make sure Saddam was not developing WMD or trying to break out of his box. But in fact that was not happening and Blix was on his way to proving it. Which is why Bush jump-started the war. He didn't want proof of Saddam's relative harmlessness. He wants fear and war for oil and some kind of neocon dream of domination. So the entire selling of the war turned out to be total BS. Which is grounds for impeachment of the president and removeal of the VP. Plus, look at the tremendous cost of their lies. Totally unaffordable.
