Another way of interpreting it is that the U.S. has made the greatest gains in the time immediately following periods when we have been willing to slaughter very large numbers of both direct combatants and civilians (pick your favorite civil or world war as contemporaneous examples). Don't know what that says, except that by relative standards the deaths from recent conflicts don't even rate.
