Rice let 9-11 happen on her watch despite being warned many times. Richard Clarke said she'd never even heard oif Al Qaida.
That alone should have been grounds for dismissal, not a big promotion. Her experience in nationals ecurity before that was almost nill. She was a Russian studies expert. Russia is no longer a security threat to the US except for possible loose nukes which might be sold.
