Rice had zero security experience, pal. Zero. All her experience was ivory tower stuff, neocon think tanks and oil business board rooms. he was a ridiculous choice as NSA. Just read Richard Clarke's testimonies about her. Rice didn't even know who Al Qaida was. She ignored all the warnings. She had a speech to deliver on 9-11-01 which people have seen. It didn't even mention terrorism on a long litany of threats to the US. You or I could have done a better job.
