Yes, Clinton-Berger stopped the LAX attack because unlike Bush they had a crack 24/7 anti Al Qaida team operating. Bush disbanded the whole thing and ignored the pre 9-11 threats. Not that it matters, but Bush has also cheated on his wife, as his father did.
