It's all about modernizing the societies that have traditionally had high birth rates, and that includes China, India, and Africa. China and India are already on their way, so as they modernize, their birth rates will fall. Africans, unfortunately, still suffer from disease and civil war, so their modernization may take longer, but I think that will happen before the world population hits 10B. This is all my WAG ...
