Bush exploited 9-11 in 2002 to steal the mid-term elections. So that definitely worked. Once he had all three branches of government he then did anything he and his corrupt pals wanted to. In 2004 he also exploited 9-11, though it didn't have as much influence. Even today Bush continues exploiting 9-11. It's really all he has as a legacy. Just don't ask why he ignored all the pre 9-11 warnings and let it happen? He won't answer you.
