I'm not so sure about exactly what is meant by "participate fully" in this context. Certainly some people/places/countries will benefit more than others but I would think most of the world would benefit to a certain extent. (And too much effort to make things more equal can just make them worse for almost everyone).

I posted it mainly because of the question (and the multiple limited answers to it) Why aren't more poor countries catching up faster?

Is it sound to assume that the whole world - barring none - could possibly participate equally in the distribution of wealth, or in what we're calling prosperity?

I don't think so.
