Absolutely positive. Look at any income statement. What other line items do you see besides tax expense?

If tax expense were the only line item, then you could justify running your business only on what tax rules their are. But there are other line items to consider. If my net margin goes down from 20% to 18% because they tax my business more, yet I have plenty of revenue upside from hiring more people, then I will hire more people. The fact remains that I can make 18 cents for every dollar of new revenue I bring in. So if the demand is there, of course I'd hire more, even in the face of new taxes that lower my net margins.
