Over history Arkansas has opened their lives to anyone needing help. Remember the Vietnamese evacuated? Ft Chaffee.

Texas took in more Katrina refugees, Arkansas took in more per population basis.

Maybe Texas isn't that poor because it doesn't have a state income tax?

I don't know why states like MISS, ALA, LA etc are so poor. I imagine its a low tax base that leads to a weak educational system and poorly maintained infrastructure. Consequently, what industry is attracted to the region either has to do with tourism and casinos which mostly have low paying jobs, or other industries that employ predominately unskilled and semi skilled workers. I can't remember the name of the company but it announced recently it was locating in Canada after checking out a site in Alabama. It was willing to pay the higher taxes in Canada because of the higher availability of skilled labor. They didn't feel they could find the same numbers of workers in ALA. And whichever state BMW or Mercedes is putting a new plant.....ALA or MISS....they required that the state put up a technical college near the plant site.

Oh and as far as I know, these states don't have a lot of natural resources with the notable exception of coal and iron ore around Birmingham. But CJ probably knows better than I what are the problems.
