Can't speak for the other two, but Louisiana has a long history of corruption at the state level. Things might have improved over the last couple of decades, but people got appointed to positions based on family or business ties, not on whether or not they actually knew anything about the job. At least during the 1980's they had several governors who tried to change things, but it takes time to fix that sort of damage.

Their economy is based on agriculture, fishing and oil. None of which require much education. The state hasn't been very active in trying to attract other businesses, so things haven't changed.
