I do not think it is true that WMD calculations were based soley on gossip or theory. There were records of products shipped, and in country records of production, storage, etc. Was not this one of the major problems? That inspectors could not account for the destruction of all weapons? I have said for a long time that I thought this was an accounting problem- either stockpiles were over reported on paper (something that we know happens in authoritarian countries), or there was just bad book keeping. I was not even thinking about areas (like the mobile labs) that were fantasy. I was speaking to the actual number slogging the inspectors did. Perhaps you misunderstood me.
