Rink, I just want to clarify one thing. For example, Joe reported himself, and _ voluntarily _ stopped posting on main thread on 1/15/07 at 10pm.

You suspended him on 1/17/07 around 8AM. So effectively he will not be able to defend his positions for almost 4 days. Does this mean that a person should continue to post in a normal way until he gets prosecuted?

Another thing, what if he commit more offences like OT-posting? It sounds that there is some implicit "statute of limitation" in your judgement practice. Shouldn't it be spelled out in main rules?
