Can Iraq have a 'democracy' without a strong middle class?

Oh, forgot, Iraq having a democracy is no longer much of a concern. This will make it much easier to turn it into a solidly fundamentalist Islamic state.

Yep, that's what the US taxpayer was aiming to do.
