Its quasi-legal in the Netherlands, but I know that's not what your asking.

Perhaps there are small countries that don't have laws against it. I can't think of one, but for many countries I really have no idea of their laws in this area. Even if a small undeveloped country doesn't have a law against it they might not sell it at grocery stores.

And then of course there are countries who effectively have no law, more anarchies then stable countries, but again I know that isn't what your looking for.

I don't think there is any highly developed country where marijuana is fully legal, produced on an industrial basis, and sold in regular grocery or convenience stores. In fact I'm almost sure there isn't such a country.
