Rewarding scumbags who make fortunes off of people's addictions just sticks in my craw.

The illegality draws the scumbags and makes the fortunes. Unfortunately, keeping them illegal is all the reward a scumbag could possibly want. You won't find any drug cartels or street gangs lobbying to legalize their commodities.
