It is a domestic spying program if you define spying on people in the US as domestic spying. Some might say it is disingenuous to try to wriggle out of that by redefining "domestic". But not me. I wouldn't say that. I'd say both sides have very good reasons to define things they way they do, and both sides have some validity- definitionally speaking. But only one side, imo, comports with the constitution.
