I think that I understand now.

You would not hire anyone that uses any substance except for medical reasons.

Understand this:
Making any substance against the law causes street violence.
Making any substance against the law corrupts law enforcement.
It has never caused a lessening of consumption at all.

I think you feel that our country would be better off if no one every used anything again.

Starting a revival will produce better results than passing a law.
