First of all, I don't buy your premise about smaller orders not saving them money.

I didn't say it wouldn't lower costs. I said it wouldn't increase profits (unless it brought more people in). The food costs are only a fraction of the total costs, and your only reducing that fraction not eliminating it.

Applebee's willingness to serve us half an order, with only a very slight reduction in price is precisely why we go there as often as we do.

Which is perfectly consistent with my point. Apparently Applebee's finds it worthwhile because it does increase their customer flow.
