Elroy, in all fairness to the large number of muddleheads identified by this survey and playing devil's advocate for a moment, a better defense for them might be that they could have thought they were being asked if they wanted the plan to succeed in Congress - that is, thinking that Bush needs specific authorization from Congress for him to "succeed" in implementing his plan and that to "fail" means simply not getting Congressional approval for the plan. At least then their only sin would be ignorance of the Constitution.
