That would certainly be entertaining, but I think it's unrealistic to expect Bush to resubmit.

Maybe. He's older now, and people have been known to flip. Take Bush for example, one day, "Absolutely, we're winning." .... "We're not winning, but we're not losing." One day Rummy is staying till the end of Bush's term a few days later, Rummy gets the boot. People change their minds. We can't fault people only on the basis of a changed opinion. They might have very good reasons to change their mind.
