Sure they can. Smear campaigns aren't new. The way to respond is quickly and challenge your opponent on something he is weak on. In Kerry's case, he should have signed off on all of his medical records and pressed Smirk on his duty with TANG. It is pretty clear that Kerry never read or internalized "The Prince" or "The Art of War". He doesn't have the stones to be a presidential candidate. Whether or not that is realistic is beside the point. The fact of the matter is he doesn't know when to go for the throat. Wave your hands as much as you want, but them is the facts. If we develop a kindler, gentler system, then he should go for it. As it stands, he is a loser.
