Do you suppose that President Bush is trying to drive a wedge into the healthcare market to force the adoption of HSAs, or could he be trying to tack left to fill his sails.

The history of government mandates is one in which they are always failures. Employers will find a way around limits on health plans. Both HSAs and 125b Cafeteria Plans address the problems caused by limited deductibility.

One additional concern is for the genuinely sick; for them, healthcare insurance may only be available at very expensive prices that could exceed the ceiling being proposed. It the limit going to be indexed for inflation, or will it be a stealth tax that ends up affecting the middle class such as the AMT?
