If you don't understand the difference between.

I/We will not pay more than X for Y,

and

No one will be allowed to pay more (or maybe less) than X for Y, and if they do they will be fined Z (or perhaps arrested and imprisoned)

Then its probably a waste of time talking to you about this subject.
