I'll make one more effort.

Do you understand how my decision "I'm not going to pay more than $33k for a car", would be different than me deciding "Baked Alaska is not allowed to pay more than $33k for a car"?

One is controlling your own budget, the other is imposing the control on someone else.

The government does both. But generally there is no good reason to do the later. The government should control its costs, but its none of the government's business what I decide to pay out of my own pocket.
