Corporate enterprises are not the only things that can be enhanced by or in response to competition. As long as the money follows the student there were be the same competitive pressure to improve that there would be if it was a corporation.

Of course such pressure doesn't guarantee improvement. Some businesses fail instead of rising to meet the competition, and also there are political issues that would still be involved even if you inject competition in to the school system, but the basic idea of competition would still apply.
