Bush's only great rhetorical moment that I can recall is standing on the rubble at Ground Zero. "Mission Accomplished" is now an object of ridicule. Put him in ordinary circumstances, even the pomp and circumstance of the SOTU, and he is a fairly ordinary, pedestrian political hack. I'd bet the SOTU impact doesn't last more than one news cycle. We'll see if his speechwriters do something to prove me wrong.
