I disagree.

The deductibility of insurance is one of the factors driving the increase in health care costs. If we didn't have it now I wouldn't see any good reason to add it, but totally eliminating it would seem, and in some ways be, too harsh, as people and companies have gotten used to it and the medical industry has adjusted to it.

The one thing I have against it, is that to an extent it is a tax increase. Closing a loophole or eliminating a deduction does increase taxes. However unless the limit is tight it will be a small increase, and it will decrease the distortion caused by the tax code.

While I do agree with the proposal, I think maybe Bush is overselling it. Its a change at the margin not a solution.

Like all political tinkering

Having the deduction in the first place is political tinkering.
