Why Mpeg4 can be a monopoly for media distribution?

Everyone owning the media can add compression schemes to Mpeg4 to make the media distributed their own special transmission.

So, you have to have cross licensing with DirecTV, so that your set-top box will have updates in your flash memory to receive DirecTV transmission correctly.

The alternative is to have your own media center to protect your customer base.

OAG has 85% set-top box compliance because none of their set-top boxes can have updated codecs daily.

Tandberg headend solution can not change what compression codec changes done at DirecTV.

So, logically, if you use cable Mpeg4 satellite feeds and its media content with specific stable codecs, you can do iptv without DirecTV?
