Taking less from Bob, and making no change for Sam isn't redistribution.

Even taking less from Bob, and giving less to Sam isn't redistribution. Its a reduction in the amount of redistribution that was already occurring.

As for the debt which you mention in later posts, the interest on it will mostly be paid for in income taxes. Most income tax money comes from the fairly wealthy.

Redistribution involves taking from some and giving to others. Tax cuts aren't taking from anyone.
