When Bush cut taxes on the wealthy it was redistribution, a change.

"A change" doesn't make it redistribution. Taking from A and giving to B is redistribution. Removing that taking isn't redistribution but rather ending the previously ongoing redistribution.

You don't have to go back in time. Redistribution is a process. Stop or reduce the process and you don't have to compare to some distant past situation in order to determine that the reduction of the process is a reduction of redistribution.
