I saw that, but as with everything with Bush's stamp on it, it's too little too late.

He wants to cut gas consumption by 20% within 10 years? Shit. That doesn't get us anywhere. We need to cut by 70% to become energy independent. It's just like his fiscal policies where he wants to cut the deficit in half within a few years. What about eliminate the deficit right now!

Then he wants to increase the use of ethanol by 5 times? So that takes us from miniscule use to 5 times miniscule use, which still equals miniscule use.

Bush's talk is just that. It's talk to make people think he's actually doing something, but the substance just isn't there. It's time for him to step aside and let the USCAP group of energy companies and environmentalists put together a real plan to solve our problem. Even industry gets it now, though Bush will never get it.
