If all they want to do is combine operations and subscribers, and were willing to sell one of the SDARS licenses to a company that would provide competition. No sane company would try to start a competitive SDARS entity now, having spotted the competition a five year lead and having to come up with the huge startup costs. If that is the price the regulators demand, then the deal would be done.
