Bush is not at all green, he's black as in crude oil. His speech included a bit about our tax dollars going to buy 40 billion more in oil for the Strategic Reserve. That will keep prices high. This is Bush's big fat secret gift to Big Oil. He's been buying up their crude since day one. Even though there's no specific need for it. And every state of the union he claims to be for hydrogen cars or clean fuels or whatever, but he never does anything about it - ever.
