and alternative energy is also central to world stability, domestic independence, it is a national goal (not just in the US)

Alternate energy in a very vague general sense may be a considered by many to be a national goal. But, massive effort and expense to relatively quickly implement alternate energy on a massive scale certainly isn't a consensus national goal. In any case adding this additional goal doesn't refute the point I made. Personally I don't think the levels of various types of energy used should primarily be a government controlled or driven goal at all.

Ok...50/50 chance...do you roll the dice?

That the hurricane will hit my house? No, the hurricane would have an undisputed capability for rapid destruction, and leaving the area is relatively simple (very simple if I decided to do it fat enough in advance, but a bit harder if everyone is trying to get out at once). Also leaving the area has a very strong possibility of canceling the threat to my life and to whatever property I can bring with me.

With global warming you have a highly uncertain risk. It might be 50/50 that there is a measurable net negative, but the catastrophe scenarios aren't 50/50. In addition to the risk being lower, its less certain, more distant in time, and less certainly dealt with by the proposed countermeasures. Also the proposed countermeasures carry their own large risks and costs.
