I think y'all are misinterpreting the policy on not repurchasing shares. It's not unethical to excecute repurchases, but Qcom management is holding itself to a higher standard of fairness to the shareholders. I don't think there is any big news out there as y'all seem to think. What Keitel said is that Qcom ceases repurchases when there are material ongoing events that have not concluded or for a certain time before the quarterly reports. Qcom had two acquisitions last year; given the lead time from the beginning of negotiations to conclusion and public announcement that can be a lot of time; add to that a period before the quarterly reports and you've knocked out a lot of the year.
