Blix condemned the invasion. The UN refused to pass the invasion resolution drafted by the US. Bush took the position that he could invade without Congress or the UN -- when he was pushed into going to Congress for support (a small thing called the Constitution requires it) he lied to Congress about the threat and he lied right to Hagel's face about what he planned to do -- and this is right from Hagel himself.
