No it wasn't, where are you getting your law? A pre-emptive strike of a foreign country that posed no immediate threat to the USA is alien to US law. Bush and the neos created it. You seem to have bought it hook line and sinker just because Bush said it.
Secondly, the USA violated international law by invading Iraq. We had no authority from the UN to invade. The UN didn't give us the role of "enforcer" of material breaches of UN resolutions!! the UN is much smarter and wiser than doing such a foolish thing.
Since it was a violation of international law, and not many countries wanted to join in such an illegal scheme, Bush had to bribe "the coalition of the willing" with money to get them to join us in the invasion.
