Even with a material breach, that still does not necessitate an invasion, it required that another UN meeting be held under the new resolution 1441 that's why Colin Powell tried "desperately" to rally UN support and it failed. At best, your argument and the USA argument "manipulates" the intent and spirt of UNSC 687. None of the countries signing onto 687 ever expected that the USA was going to unilaterally invade Iraq more than 10 years after the resolution was enacted. Most of the world disagreed, that's why we're in the mess in Iraq, and that's why the world was correct in its decision.
