You can't impeach without evidence of high crimes, so first there has to be an investigation, subpoenas, testimonies under oath, etc. All takes him. Cheney may be taken down by the Halliburton investigation which I think Henry Waxman is preparing.

Clinton's "crime" was a minor personal matter and should never have qualified him for impeachment. That's why he didn't resign.
