The overall numbers of the various insurgent attacks and death squad murders need to be reported, as they are now; not the segment by segment comparisons you're asking for.

I'm amazed that you don't want the information or see the value of it. When the surge troops have cleared and held 1/4th of Baghdad, don't you think we should have less acts of violence in that 1/4 section than in the as of yet uncleared and hot held remaining 3/4ths of Baghdad? If so, bravo, the surge is working. If not, uh oh, the surge is failing in its objective.

If no information comparing the cleared and uncleared sections of Baghdad are available, we have no idea whether the surge is working or not. Do you prefer that "no data" option? That makes no sense to me.
