Removing a targeted tax preference is in effect a small tax increase. I said that before, and I said that it should come in the context of lowered rates. I'd like to see additional lowering of rates, but Bush already has lowered rates.

The Cato point that tax preferences create distortions has merit.

I've been making the point, but I thought perhaps someone else's words might get it across better.

Tax preferences are not the exact same thing as subsidies, but economically their effect is almost the same.
